My first term of office has provided both challenges and opportunities for our community and your Property Appraiser's Office.  Our noteworthy accomplishments include:

1.    In 2011, we earned the Certificate of Excellence in Assessment Administration from the International Association of Assessing Officers and are only the tenth jurisdiction in the world to earn this award.

2.    We updated our web page at pcpao.org to include more information and many options to download sales information, data files, maps and reports. All web site data and products are available free of charge.

3.    We expanded our outreach to low income seniors and increased the number who qualified for the senior exemption by almost 3000 seniors over the past three years.

4.    We reduced our budget every year since I took office in 2009.

5.    We reduced staff to 123 positions.  (In 1990 we had 156 positions in the office and over 50,000 fewer parcels.)

6.    We continued to follow a distressed and declining real estate market that was affected by foreclosures and short sales as we developed tax rolls that saw the majority of market values reduced.
 
My colleagues at the Property Appraiser's Office and I will all do our very best to serve you well and to provide fair, professional, courteous public service to every property owner in our community.

Pam is an Appraiser:   Pam holds the Certified Florida Appraiser (CFA) designation from the Florida Department of Revenue and the Certified Assessment Evaluator (CAE) designation from the International Association of Assessing Officers (IAAO), the professional organization that leads the appraisal industry in certification of mass appraisal professionals.  The CAE is the highest level designation awarded to appraisal professionals who demonstrate knowledge, proficiency and expertise in the mass appraisal of residential and commercial property, property tax administration and property tax policy issues.                   

Pam is a Leader:    Pam learned to lead as an officer in the U.S. Army Field Artillery. She brings those leadership skills to your Property Appraiser's office where she has served 3 years as the elected property appraiser and as a manager for 19 years prior to her election. She supervises 123 staff in 4 offices as they prepare over 485,000 appraisals and over 600,000 exemptions every year. She is also a graduate of Leadership Pinellas.

Pam is a Computer Systems Professional: 
  The Property Appraiser manages and maintains one of the largest real estate databases in Pinellas County. Pam began her career in the Appraiser's office as the Director of Data Processing. She holds a Masters Degree in Business Administration with a concentration in Information Systems. She led the effort to introduce new technologies that make the office more efficient and more accessible.

Pam is a Property Tax Law Expert: 
The Property Appraiser is responsible for explaining and applying Florida's complex property tax laws. Pam earned a law degree from Stetson University College of Law that she uses each day in the Property Appraiser's office to assist property owners who have questions about their exemptions, assessments, Save-Our-Homes benefits, and new legislation affecting Florida's property tax system. She taught Local Government Law, including property tax subject matter, as an Adjunct Professor at Stetson University College of Law.

Pam is a Member of Our Community:    Pam has been married for thirty years to retired Lt. Colonel Bruce J. Dubov, and has three step-children and eight grandchildren.  Pam has been active in our community while serving on the Board of Managers of the Clearwater YMCA, as a mentor in various Pinellas County School programs, as a Rotarian, and as an active member of her church. Pam and Bruce have made the Tampa Bay area their home for the past 25 years following Bruce's retirement from the U.S. Army. They reside in the East Lake area of Pinellas County.
