NINETEEN YEARS EXPERIENCE IN PROPERTY APPRAISAL AND ASSESSMENT ADMINISTRATION

Pam was the senior non-elected manager of the Pinellas County Property Appraiser’s Office consisting of 140 employees, a main office and four branch offices. She oversaw the preparation of 485,000 real property and tangible personal property appraisals, administration of over 325,000 property tax exemptions and a twelve million dollar budget annually. Pam also helped develop and supervise community outreach programs that assist mobile home owners and senior citizen property owners who wish to apply for property tax exemptions; initiated a pro-bono law student project that recruits and trains law students from Stetson University College of Law to assist low-income seniors who apply for income-based property tax exemptions; and provides senior liaison support between the Property Appraiser, other governmental entities, and the public.

Pam has lead or managed organizations of 16-350 staff members, including property appraisal staff, military company command, and software development project management teams.


FORMAL EDUCATION

2001    Juris Doctor, Stetson University College of Law magna cum laude. Pam attended law school on a full tuition scholarship, graduated fourth in her class, and was the Lead Articles Editor for the 2001 Local Government Law Symposium published by the Stetson Law Review.

CAREER HISTORY

June 1989 - Present:  Chief Deputy/Deputy for Information Systems/Director of Data Processing, Pinellas County Property Appraiser. Senior manager responsible for day-to-day operation of the Pinellas County Property Appraiser’s Office including 140 employees, a main office and four branch offices. Responsible for the annual preparation of real property and tangible personal property value rolls.

May 1988 - 1989:  Director of Standards and Analysis, Hillsborough County Property Appraiser.  Developed automated and manual systems to streamline the property value inquiry system, condominium valuation process, and Property Appraisal Adjustment Board records.

May 1987 - 1989:  Systems Analyst and Consultant, Science Applications International Corporation, MacDill Air Force Base  Performed computer systems development tasks to include requirements analysis, design, programming, installation, and testing of finance, budget, inventory, and security data base applications.

April 1986 - May 1987: Database Analyst and Programmer Analyst, Voluntary Hospitals of America, Tampa, Florida.  Performed relational data base design and management services. Programmed a wide variety of hospital productivity and financial management reports.

July 1985 - April 1986: Systems Analyst, Electronic Data Systems Corporation, Alexandria, Virginia. Served as a member of the facilities management staff for a 300 terminal local area network in the Office of the Secretary of Defense.  Designed, coded and implemented software upgrades. Coordinated customer support activities.

January 1980 - July 1985: Attained the rank of Captain in the U.S. Army while serving in the following positions:

Battery Commander, C Battery, 6th Training Battalion, USAFATC, Ft. Sill, Oklahoma.  First woman combat arms officer to be given command of soldiers in advanced individual training at the Field Artillery Training Center. Led a staff of 22 officers and non-commissioned officers and 350 recruits who were being trained in 16 military occupational specialties

PERSONAL

Pam has been married for twenty-seven years to retired U.S. Army Lt. Colonel Bruce J. Dubov, and has three step-children and eight grandchildren.  Pam and Bruce have made the Tampa Bay area their home for the past 22 years and currently reside in the East Lake area of Pinellas County.
